Whereas Government of West Bengal has been taking various necessary measures to contain and combat the spread of
যেখানে পশ্চিমবঙ্গ সরকার এর বিস্তার রোধ ও নিয়ন্ত্রণের জন্য বিভিন্ন প্রয়োজনীয় ব্যবস্থা গ্রহণ করে আসছে
Whereas
the State Executive Committee of West Bengal State Disaster Management Authority after a review of the prevailing the situation of COVID -19 pandemic recommended certain further restriction measures for the management of COVID -19
pandemic;
যেখানে পশ্চিমবঙ্গ রাজ্য বিপর্যয় পরিচালন কর্তৃপক্ষের রাজ্য নির্বাহী কমিটি সিওভিড -১ p মহামারীটির বিরাজমান পরিস্থিতি পর্যালোচনা করার পরে COVID -19 মহামারী পরিচালনার জন্য আরও কিছু বিধিনিষেধের ব্যবস্থার সুপারিশ করেছিল;
Now, after consideration of the recommendations of the
State Executive Committee of West Bengal State Disaster Management Authority
and on consolidation, expansion, and partial modification of aforesaid earlier orders,
following directives on the basis of containment approach in terms of the
provisions under Disaster Management Act 2005 read with West Bengal Epidemic
Disease, Covid-19 Regulations 2020, shall remain in effect from 6 AM of Sunday 16th
May 2021 to 6 PM of Sunday 30th May 2021, in public and collective
interest:
এখন, পশ্চিমবঙ্গ রাজ্য দুর্যোগ ব্যবস্থাপনা কর্তৃপক্ষের রাজ্য নির্বাহী কমিটির সুপারিশগুলি এবং পূর্ববর্তী আদেশগুলির একীকরণ, সম্প্রসারণ এবং আংশিক সংশোধন বিষয়ে বিবেচনা করার পরে, দুর্যোগ ব্যবস্থাপনা আইন ২০০৫ এর অধীন বিধানগুলির শর্তাবলী নিয়ন্ত্রণের পদ্ধতির ভিত্তিতে নির্দেশনা অনুসরণ করা পশ্চিমবঙ্গ মহামারী রোগ, কোভিড -১৯ রেগুলেশনস ২০২০ এর সাথে পড়ুন, জনসাধারণ এবং সম্মিলিত স্বার্থে রবিবার ১ মে ২০২১ রোববার সকাল 6 টা থেকে ৩০ মে রবিবার ৩০ মে কার্যকর থাকবে:
1. All schools/
colleges/ universities/ polytechnics/ ITI/ Anganwadi centres and other educational/
academic institutions shall remain closed.
১. সমস্ত স্কুল / কলেজ / বিশ্ববিদ্যালয় / পলিটেকনিকস / আইটিআই / অঙ্গনওয়াড়ি কেন্দ্র এবং অন্যান্য শিক্ষা / একাডেমিক প্রতিষ্ঠান বন্ধ থাকবে।
2. All government offices and private establishments shall remain closed except those relating to emergency and essential services like health care, veterinary services, law and order, courts, social welfare homes, correctional services, power, drinking water supply, telecom, internet, print, electronic media, fire services, disaster management & civil defense, sanitation, sewerage, and funeral services.
২. স্বাস্থ্যসেবা, পশুচিকিত্সা পরিষেবা, আইনশৃঙ্খলা, আদালত, সমাজকল্যাণমূলক গৃহ, সংশোধনী পরিষেবা, বিদ্যুৎ, পানীয় জলের সরবরাহ, টেলিকম, আন্তঃ, প্রিন্টের মতো জরুরি ও প্রয়োজনীয় সেবা সম্পর্কিত সকল এবং বৈদ্যুতিন মিডিয়া, ফায়ার সার্ভিস, দুর্যোগ পরিচালনা ও নাগরিক প্রতিরক্ষা, স্যানিটেশন, নিকাশী ও জানাজার পরিষেবা বাদ দিয়ে সমস্ত সরকারি অফিস এবং বেসরকারী প্রতিষ্ঠান বন্ধ থাকবে ।
3. Shopping complexes, malls, market complexes, spas, beauty parlors, cinema halls, restaurants, bars, sports complexes, gyms, swimming pools shall remain closed.
৩. শপিং কমপ্লেক্স, মল, মার্কেট কমপ্লেক্স, স্পা, বিউটি পার্লার, সিনেমা হল, রেস্তোঁরা, বার, স্পোর্টস কমপ্লেক্স, জিম, সুইমিং পুল বন্ধ থাকবে।
4. Retail shops & supplies, bazaars, and hats relating to vegetables, fruits, groceries milk, bread, meat, and eggs shall be allowed to remain open between 7 AM-10 AM only.
৪. শাকসবজি, ফলমূল, মুদিজাতীয় দুধ, রুটি, মাংস এবং ডিম সম্পর্কিত খুচরা দোকান এবং সরবরাহ, ও বাজার গুলিকে কেবল ৭ AM ১০AM মধ্যে খোলা থাকতে দেওয়া হবে।
5. Sweetmeat shops shall be allowed to remain open between 10AM - 5PM only
৫. মিষ্টির দোকান গুলিকে কেবল সকাল 10 টা থেকে 5PM এর মধ্যে উন্মুক্ত থাকতে দেওয়া হবে
6. Jewellery and saree shops may remain open between 12 noon -3PM only.
৬. গহনা ও শাড়ির দোকানগুলি কেবল দুপুর 12টা থেকে দুপুর ৩ PM -এর মধ্যে খোলা থাকতে পারে।
7. Medicine shops and optical stores shall remain open as per usual working hours.
৭. ওষুধের দোকান এবং অপটিক্যাল স্টোরগুলি স্বাভাবিক কাজের সময় অনুযায়ী খোলা থাকবে।
8. Parks, zoos, sanctuaries shall remain closed except for maintenance services,
৮. পার্ক, চিড়িয়াখানা, অভয়ারণ্য রক্ষণাবেক্ষণ সেবা ব্যতীত বন্ধ থাকবে,
9. All intra- state local trains, metro railway, and intra- state bus services, and inland water transport shall remain closed except for the movement of emergency and essential services personnel.
৯. জরুরী ও প্রয়োজনীয় পরিষেবা কর্মীদের চলাচল বাদ দিয়ে সকল আন্তঃরাষ্ট্রীয় স্থানীয় ট্রেন, মেট্রো রেলপথ এবং আন্তঃরাষ্ট্রীয় বাস পরিষেবা এবং অভ্যন্তরীণ জল পরিবহন বন্ধ থাকবে।
10. Movement of private vehicles, taxis, and auto-rickshaws will be prohibited except to and from hospitals, nursing homes, diagnostic centers, clinics, vaccination centers, airports, terminal points, media houses, etc.: those movements relating to essential / exempted goods and services will also be exempted.
১০. হাসপাতাল, নার্সিংহোম, ডায়াগনস্টিক সেন্টার, ক্লিনিক, টিকা কেন্দ্র, বিমানবন্দর, টার্মিনাল পয়েন্টস, মিডিয়া হাউস ইত্যাদি ব্যতীত ব্যক্তিগত যানবাহন, ট্যাক্সি ও অটোরিকশা চলাচল পরিষেবাগুলিও ছাড় দেওয়া হবে।
11. All intrastate movement of trucks and goods carriers shall be closed except relating to medical supplies, oxygen, essential food commodities including milk, eggs, meat and fish, petrol/ diesel, and LPG.
১১. ট্রাক ও পণ্যবাহী বাহকের সমস্ত অভ্যন্তরীণ চলাচল বন্ধ থাকবে, শুধু চিকিৎসা সরবরাহ, অক্সিজেন, দুধ, ডিম, মাংস ও মাছ, পেট্রোল / ডিজেল এবং এলপিজিসহ প্রয়োজনীয় খাদ্যদ্রব্য ব্যতীত ট্রাক ও পণ্যবাহী বাহকের ছাড় দেওয়া হবে।
12. All administrative, academic, entertainment, political, cultural, and religious gatherings, groupings, and congregations shall be prohibited.
১২. সকল প্রশাসনিক, একাডেমিক, বিনোদন, রাজনৈতিক, সাংস্কৃতিক ও ধর্মীয় সমাবেশ, দলবদ্ধতা এবং সমাবেশগুলি নিষিদ্ধ করা হবে।
13. All industries and manufacturing units shall remain closed except those relating to medical supplies, COVID protective supplies, health, and hygiene care products, oxygen and oxygen cylinders, continuous process industries, and production and packaging of essential food commodities and beverages including milk, poultry, fish, and meat.
১৩.চিকিৎসা সরবরাহ, সিওআইডি প্রতিরক্ষামূলক সরবরাহ, স্বাস্থ্য ও স্বাস্থ্যসেবা যত্ন পণ্য, অক্সিজেন এবং অক্সিজেন সিলিন্ডার, ক্রমাগত প্রক্রিয়া শিল্প এবং দুধ, মুরগী, সহ প্রয়োজনীয় খাদ্যদ্রব্য এবং পানীয়ের উৎপাদন ও প্যাকেজিং সম্পর্কিত শিল্প ও উৎপাদন ইউনিট বাদ দিয়ে, সকল শিল্প ও উৎপাদন ইউনিট বন্ধ থাকবে
14. Operations in tea gardens shall be allowed with 50% of the total strength of each shift.
১৪. প্রতিটি শিফ্টের মোট ৫০% কর্মী দিয়ে চা বাগানে পরিচালনার অনুমতি দেওয়া হবে।
15. Operations in Jute Mills shall be allowed with 30% of the total strength of each shift.
15. প্রতিটি শিফ্টের মোট 30% কর্মী দিয়ে জুট মিলগুলিতে পরিচালনার অনুমতি দেওয়া হবে।
16. E-commerce/home delivery of all commodities shall be allowed.
১৬. সমস্ত ই-কমার্স / হোম ডেলিভারির অনুমতি দেওয়া হবে।
17. Banks and Financial institutions shall remain open for restricted hours between 10AM to 2PM and for operations of ATMs.
১৭. ব্যাংক এবং আর্থিক প্রতিষ্ঠানগুলি 10 এ এম থেকে দুপুর ২ পি এমের মধ্যে অনুমতি দেওয়া হবে এবং এটিএমের কার্যক্রমের জন্য উন্মুক্ত থাকবে।
18. Petrol pumps, auto repair shops, LPG gas offices and distribution centers shall remain open.
১৮. পেট্রোল পাম্প, অটো মেরামতের দোকান, এলপিজি গ্যাস অফিস এবং বিতরণ কেন্দ্রগুলি উন্মুক্ত থাকবে।
19. Print, electronic media, and social media, MSOs, and Cable operators shall remain open.
১৯. প্রিন্ট, ইলেকট্রনিক মিডিয়া এবং সামাজিক মিডিয়া, এম এস ও এবং কেবল অপারেটরগুলি উন্মুক্ত থাকবে।
20. SEBI regulated and notified market entities shall remain open.
২০. সেবি নিয়ন্ত্রিত এবং বিজ্ঞপ্তিযুক্ত বাজার সত্তা উন্মুক্ত থাকবে।
21. Marriage functions shall be allowed with not more than 50 persons at a time with physical distancing norms.
২১.বিবাহ অনুষ্ঠানে শারীরিক দূরত্বের নিয়ম সহ এক স্থানে (বেশি) ৫০ জন ব্যক্তি উপস্থিত থাকার অনুমতি দেওয়া হবে।
22. Funeral rituals shall be allowed with not more than 20 persons at a time with physical distancing norms.
২২. শারীরিক দূরত্বের নিয়মাবলী সহ একযোগে (বেশি) ২০ জন লোকের সাথে শেষকৃত্যের অনুষ্ঠান অনুমোদিত হবে।
23. All outdoor activities including movement of people and vehicles shall be further strictly prohibited between 9PM to 5AM except for health services, law, and order, essential commodities including agricultural products and other emergency services.
২৩. স্বাস্থ্য পরিষেবা, আইন, শৃঙ্খলা ব্যবস্থা, কৃষি পণ্য ও অন্যান্য জরুরি সেবা সহ প্রয়োজনীয় পণ্যাদি ব্যতীত 9PM থেকে 5am এর মধ্যে লোক ও যানবাহনের চলাচল সহ সমস্ত বহিরাগত কার্যক্রমকে আরও কঠোরভাবে নিষিদ্ধ করা হবে।
Wearing of masks, maintenance of physical
distancing and health & hygiene protocols must be followed at all times.
মুখোশ পরা, শারীরিক দূরত্ব রক্ষণাবেক্ষণ এবং স্বাস্থ্য এবং স্বাস্থ্যকর প্রোটোকলগুলি অবশ্যই সর্বদা অনুসরণ করা উচিত।
Management bodies/owners/ in-charge of the institutions, organizations, shops and establishments and workplaces, etc shall be responsible for compliance with stated directives and COVID appropriate norms.
পরিচালন সংস্থাগুলি / মালিক / প্রতিষ্ঠান, সংস্থা, দোকান এবং স্থাপনা এবং কর্মক্ষেত্র ইত্যাদির ইনচার্জরা বর্ণিত নির্দেশাবলী এবং সিভিআইডি যথাযথ নিয়ম মেনে চলার জন্য দায়বদ্ধ থাকবেন।
District administration, police commissioners and local authorities shall ensure strict compliance of the above mentioned directives. Any violation of the aforesaid restriction measures will be liable to be proceeded against as per the provisions of Disaster Management Act, 2005 and under the Indian Penal Code.
জেলা প্রশাসন, পুলিশ কমিশনার এবং স্থানীয় কর্তৃপক্ষ উল্লিখিত নির্দেশাবলীর কঠোরভাবে অনুসরণ নিশ্চিত করবে। পূর্বোক্ত বিধিনিষেধমূলক পদক্ষেপের যে কোনও লঙ্ঘন করলে দুর্যোগ ব্যবস্থাপনা আইন, ২০০৫ এর বিধান এবং ভারতীয় দন্ডবিধি অনুসারে তার বিরুদ্ধে ব্যবস্থা নেওয়া দায়বদ্ধ হবে।
